Every input is a public regulatory filing. Nothing here is private, purchased or predictive — the rating summarises disclosures that have already been made, and says how strongly they agree with one another.

Each pillar is scored as a percentile rank against every other ticker that has data for that pillar, so a raw dollar figure never competes with a raw fund count. The rating is the average of whichever pillars are available.

| Consensus requirement | A ticker with only one pillar reporting gets no rating at all. One source isn't a consensus. |
| Recency weighting | Recent activity counts for more than old activity, on an exponential decay. Trade-level sources decay faster than quarterly ones, since a fund's position is a slower-moving fact than a single purchase. |
| Volume damping | Three trades that all happen to be buys shouldn't outrank thirty trades that lean buy. Ratios are pulled toward neutral until the volume behind them justifies the conviction. |
| Committee oversight | A congressional trade in an industry that member helps oversee carries more weight than the same trade by someone with no oversight role. |
| Red flag penalty | Active governance or distress flags subtract from the rating and cap it below the top tiers, regardless of how positive the other four pillars are. |
Clustered buying or selling doesn't set the direction — it only adds conviction to whatever direction the underlying trades already point.

The honest limits, because a rating that hides these is worth less than one that states them.
